The ITU, a UN agency for Information and Communication Technologies (ICTs) has over the past 25 years promoted various initiatives to accelerate the growth of the information society and enhance the quality of life in the 21st century. It is against this backdrop that, the Government of Ghana set up Ghana Investment Fund for Telecommunications (GIFTEL), as an agency of the Ministry of Communications to facilitate the provision of universal access to basic telephony for the unserved and underserved communities in the country.
