Position : Long Term Expert - VAT Specialist

The African Tax Administration Forum (ATAF) has received financing from the African Development Fund toward the cost of the Regional Institutional Support Project for Public Financial Governance – Phase II (RISPFG) and intends to apply part of the agreed amount for this Grant to payments under the contract for Value Added Tax (VAT) Specialist.
The services included under this project are development of ATAF tools, provide technical guidance and support to the work of the ATAF Domestic Taxes Technical committees especially the Indirect Taxes Technical Committee, provide Capacity building under the ATAF Country Technical Assistance and training Programmes.VAT Specialist will broadly cover the development of ATAF tools, the delivery of capacity building programmes on VAT issues and advancing the African voice in the global VAT standards setting fora as well as supporting African countries for their effective participation in these meetings.

Required profile for job ad : Long Term Expert - VAT Specialist

The Individual expert is expected to have among others the following qualifications and key competencies:

  1. Education qualification: A bachelor’s degree in taxation, Law, Accounting, Finance, Economics or a related field.
  2. Professional experience: A minimum of 7 years of professional experience working on VAT preferably in a tax administration. This should include having:

a) A broad understanding of domestic taxes operational issues including tax audit processes and other compliance enforcement measures.
b) A broad understanding of VAT principles and collection mechanisms as well as the global VAT Guidelines.

  1. Experience in identifying VAT policy and legislative gaps and in the drafting of proposals for legislative changes in respect of VAT issues.
  2. Good understanding of the global standard setting processes on VAT as well as having a good understanding of the recent developments arising from these processes.
  3. Analytical Skills: Strong analytical skills to be able to understand complex tax issues and develop effective solutions to address such tax problems.
  1. Communication Skills: An ideal candidate should possess excellent communication skills, including the ability to communicate complex tax issues to non-experts in a clear and concise manner.
  1. Interpersonal Skills: An ideal candidate should be able to work collaboratively with a range of stakeholders, including tax authorities, government officials, and other professionals. Strong interpersonal skills are essential for building relationships and negotiating effective tax solutions.

Language Skills: Fluency in English. Fluency in French will be an added advantage.
